“Cool It With Concrete”

How can the color of a pavement make it more sustainable? The answer lies in the materials chosen by design engineers and public works agencies. Long known for its durability and strength, concrete has withstood the test of time on millions of miles of highways and local streets and roads. Now another attribute of concrete pavements is emerging as a benefit to owners, engineers and citizens. Concrete’s light color improves light reflectivity and makes it a cooler material for pavements, roof tiles and building facades. Concrete has been recognized as a solution to the Heat Island Effect by the US Secretary of Energy, Dr. Steven Chu.

Urban areas are usually warmer than their rural surroundings, a phenomenon known as the “heat island effect.” Heat islands can affect communities by increasing summertime peak energy demand, air conditioning costs, air pollution and greenhouse gas emissions, heat-related illness and mortality, and water quality.

Portland cement concrete absorbs less energy from light so it stores less heat and thus has a cooler surface temperature than black pavements such as asphalt. Typical summertime pavement surface temperatures can range from 120-150 degrees. Dark pavements hold heat internally and re-release it at night. Hot pavements also heat stormwater and run-off that flows into local waterways decreasing the water quality and its ability to support plants, fish and wildlife.

In many U.S. cities, pavements represent the largest percentage of a community’s land cover, compared with roof and vegetated surfaces. As part of EPA’s Urban Heat Island Pilot Project Lawrence Berkeley National Laboratory is investigating the impact of utilizing light-colored paving materials including concrete to reduce temperatures and the green house gas (GHG) emissions associated with energy production.

While decision-makers generally choose paving materials based on the function they serve, many private and public owners are considering how the pavement can provide a dual role in reducing energy bills from excessive air conditioning as well as providing a smooth, stable long-lasting driving or parking surface. Studies show that parking lots typically make up a large portion of paved surfaces in urban areas and therefore most of the research has been done on them. Streets, roads and highways also have a significant impact on urban temperatures. Support is growing among public works agencies for using concrete overlays on asphalt roadways to improve the longevity of the pavement and increase reflectivity thus “cooling” the environment. Recent “thermographic” images show the ambient temperature an average of 15 to 20 degrees cooler on concrete surfaces than asphalt pavements.

The US EPA’s Cool Pavements Compendium indicates that concrete is one of the most readily available solutions for the heat island effect. They also explain that concrete’s high albedo or solar reflectance is 40% compared to black asphalt at 5%. Concrete’s albedo can be increased to 70% by using slag or white cement. Even when a concrete pavement is worn and dirty its solar reflectance is high (about 25%) while asphalt may get lighter in color as the petroleum-based matrix wears away or ages reaching a maximum reflectance of 15-20%. At this point the asphalt usually needs to be resurfaced in a perpetual maintenance cycle making it black again diminishing its solar reflectance.

Concrete’s light reflectivity makes it an ideal material to enhance night time visibility. An AASHTO standard illustrates that illumination demands are roughly 40 to 50 percent lower for concrete pavements than for asphalt pavements. Another report comparing the two pavement types suggested a cost savings of as much as 31 percent in initial energy and maintenance costs for lighting concrete pavements. This finding is important for municipalities where utility costs associated with street illumination are often a large budgetary item.

In order to create sustainable communities architects, engineers, public works agencies and all government officials need to embrace all options. Concrete as a building and paving material is clearly one of the most promising solutions.

There is a free way to research the building code!

Happy New Year to all. Again this year brings new laws that all of us in the building industry have to add to our already voluminous collection. Almost no media outlet seems to produce a list and summary of these new statutes that many of us have to deal with at some level.

First, there are the building codes. Most all of us in the construction business are aware of these. What many people don't know is that you can now access these codes for free. Summaries of the changes in these documents are available from other sources.

The newest requirement of the bunch is the now mandatory CalGreen Code. Summaries of this new one are available. The biggest item in this code is that how it applied varies between jurisdictions. Adjacent cities can have widely different implementations. Anecdotally, most cities I've heard about have elected the minimum standards. But then there is always the "peoples repuiblic of [_fill in the agancy of your choice_]". Some cities are known for being zealots of some kind.

The International Code Council has the California modified version of their model codes available on their website. Plumbing and Mechanical codes are also now available on the web, through the efforts of the Building Standards Commission.

New to California is a "Guide to Title 24" created by the Building Standards Commission to assist ALL users in the interpretations and use of these codes. It is available on the BSC website in PDF format.

Did you know that state officials are requiring developers, contractors and property owners doing extensive remodels to have someone qualified on site during rain storms to monitor runoff?

That is just one of the new regulations that the state Water Resources Control Board is putting into place this year (effective July 1) and next as they tighten storm water pollution prevention plans, said Bruce Poulsen of Darden Architects.

Contractors and others can learn more about the new legislation at a workshop scheduled from 2-4 p.m July 15 in Visalia. Cost: $100 for USGBC CC members and $125 for non-members. Space is limited, so sign up at info@usgbccc.org.

Who’s who behind the new csinet.org?

The project was a very collaborative member and staff effort.

The project was led by Joy Davis in her role as CSI Communications and Web Community Manager. Joy took the lead in identifying the information and community needs of the members and staff, and communicated our vision to the web consultants. Joy is the driving force behind this successful launch.

CSI members also influenced the development of the new CSINet, directly by testing services and answering questions, and indirectly, by reporting what works and what doesn't in their day-to-day CSI volunteer life. CSI is especially grateful to:

Six CSI members were recently selected to Fellowship by the 2010 Jury of Fellows. The investitures will be held at the Gala, part of the CONSTRUCT2010 Show and the CSI Annual Convention in Philadelphia on Friday, May 14.

The actual citation for each Fellow-elect will be kept confidential until the ceremony. CSI Secretary Sheryl Dodd-Hansen, FCSI, CCS, CCCA, had the duty to inform all participants.

Below are the initial reactions from this year’s class of 6 new Fellows:

Loren Berry AIA, CSI, CDT - “Loren, Sheryl Dodd Hansen is on line two” …I knew right away what the call was probably about; I just didn’t know whether it was to tell me that I would need to try again another year or that it would be good news. Sheryl’s voice was happy and upbeat; you know the way she usually sounds. “Hello Loren”…I knew then that it was good news.

My mother had passed away on January 3rd and my submittal was not in to the Jury yet at that time; I didn’t really think much about Fellowship for several days, but decided I would get the final editing done and complete the process for my mom. ‘Thanks for your help mom’, I thought, as Sheryl gave me the good news. “

Loren is Principal in the firm Berry Architects, PC, located in Eugene, Oregon. In FY 08-09, he was appointed to serve out a vacancy as NW Region Director. He will also serve a full (2-years) term as Director, beginning in July. Loren was nominated by the Willamette Valley (Eugene) Chapter CSI, and his submission was chaired by Paul Edlund, FCSI, Distinguished Member.

Kevin D. Corkern RA, CSI, CCS, CCCA, LEED_AP, NCARB – “When Sheryl Dodd-Hansen called me she started the conversation with ‘I am calling about your Fellowship Nomination’ I was worried that I had not been selected, but when she told me I would be elevated to Fellow, I was excited and honored.

I went to talk to my business partner Tom Parshall. This has been a tough business year and we had been discussing whether or not we would be able to budget for the Institute Convention this year. I told him, ‘The decision has been made; I’m going to Philadelphia this year where I’ll be elevated to Fellowship’. We’re hoping he’ll be able to attend too.”

Kevin is partner in TLP Architects, LLC, in Nashville, Tennessee and a former Gulf States Region Director (FY06-08). He is an incoming member of the CSI Finance Committee. His nomination is by the Nashville Chapter and his submission was chaired by Troy A. Williams, CSI, CDT.

John “Grif” A. Griffith, CSI – “I was totally humbled that I had been elevated to Fellowship. This is a great honor. I became involved with CSI because I wanted to see my wife at least once a month at the chapter meetings. Seriously, I wanted to help the construction industry in any way possible because it has given me so many rewards. I never expected to get this involved with CSI when I first joined in 1983.”

John is married to Alana Griffith, FCSI and former CSI President. He is currently a Director representing the NC Region CSI. He has been in the glass and glazing industry as long as he can remember. Since joining CSI, Empirehouse, Inc - Glazing Specialty Contractor, the family business has grown by leaps and bounds and he contributes this success to having the opportunity to work every day with his wife, sister, 2 nephews, niece, and son. “We are looking toward the future of glass in construction and the next generation of CSI.” His nomination was by the Minneapolis/St. Paul Chapter (NC Region) CSI’ and his submission was chaired by Paula Nyquist, CSI, CDT.

José A. Guaty, CSI, CDT – “Like many before me, I received the dreadful phone call in 2009 informing me I had not made the cut, but was encouraged by the chair of the Jury of Fellows to resubmit again in 2010.

When Sheryl called me, I was so nervous it felt like those days back in high school waiting for those final exam test scores. I was delighted to hear those words “Congratulations you made it”; I rambled on and on to Sheryl for twenty minutes, nerves chatter I guess. I’m humbled by this honor. ”

Jose is the owner of a small Specialty Construction firm in South Florida that specializes in flexible space division and sound control products. He emigrated from Cuba when he was 7 years old. He attended schools and worked in many jobs starting in the airline-hospitality industry. This introduced him to the construction industry where he learned about proper documentations, and good communication. So inspired by his bosses and mentors, he has dedicated his career to enhancing the construction process by maximizing the efficiency of the construction team through proper use of construction documents and documentation.

José served as Director representing the SE Region CSI in FY 07-09. He was nominated by the Ft. Lauderdale Chapter (SE Region) CSI and his submittal was chaired by Abbas Zackria, CSI, CDT.

Bob Mosblech, CTC, CSI – (Editor’s note: we regret not being able to reach Bob Mosblech. Attempts were made to reach Bob before the printing deadline.)

Bob was nominated by the San Francisco Chapter (W Region) CSI and his submittal was chaired by James O’Keefe.

Gerard Reed, CSI, CCPR – “When I was notified that I had been selected by the Jury of Fellows I was very gratified that they had recognized and appreciated my efforts on the behalf of CSI. CSI Fresno CDT Certification Course Recap

Last evening we wrapped up the CDT Certification Class. We are confident in a very strong pass rate. The webinar-format was absolutely the best way to go about delivering the information in the most relevant, efficient manner. I suggest any future test takers engage in a similar method of study. After finishing strong on the quizzes at the end of the seminars (100% correct!) we reviewed the study guide and individually did the sample questions to get individual baselines. The students then have the next several days to brush up on those areas and review, and everyone is scheduled for a Saturday exam.

We so appreciate the gracious Certificate Holders who have supported the study process along the way and have generously given of their time to provide professional expertise to the group. LAWS, CODES AND TITLE REGULATIONS IN CALIFORNIA

In my career as an Architect, trying to understand the Laws, Codes and Regulations in California has been most challenging over the years, and keeping up is a constant struggle. I have had to explain this several times to people within my own office, and I thought it might be time to explain and simplify to others the structure of the LAWS, CODES AND TITLE REGULATIONS IN CALIFORNIA.

First of all, the date of this Article is based on what I see now in September of 2008. Every week, changes are made to the Laws, Codes and Regulations, so accuracy is limited to this time only as change is to be expected. This article is an attempt to simplify my understanding of a complicated issue. I hope this simplifies your research when you have to find something regarding the LAWS, CODES AND TITLE REGULATIONS IN CALIFORNIA.

The hierarchy of the Laws, Codes and Title Regulations are kind of inferred on the website, and my understanding on this is the CONSTITUTION of the State of California rules first, then CALIFORNIA LAW composed of the 29 Codes, and then the TITLE REGULATIONS for the California Code of Regulations (CCR).

Where do you find all of these Laws, Codes and Title Regulations? The best place is the State of California Website (www.ca.gov). Next, go to the “GOVERNMENT LINKS” area on the Website, and then click on “Laws and Regulations”. You now have several choices available to you, and of these that I use the most to research for our office on projects are “California’s 29 Codes”, or the “California Code of Regulations” (this link contains all the Title Regulations of the California Code of Regulations), and the “Title 24 Building Standards Code”. This last link (“Title 24 Building Standards Code”) is merely one that explains where you can purchase the Building Codes, and further explains their editions, approval process, etc. More about the Title 24 Regulations later, which is the basis of compliance to Regulations for all Architects and Engineers in California?

California Law has 29 codes, and their titles are as follows:

Now, I usually am looking at the GOVERNMENT CODE, EDUCATION CODE, PUBLIC CONTRACT CODE, and the HEALTH AND SAFETY CODE for the many different projects that our office is involved with. The first three in this paragraph are the ones I use to help our clients set up BID DOCUMENTS, explain what goes into a NOTICE TO CONTRACTORS (also known as NOTICE TO BIDDERS, or INVITATION TO BID), or explain what is necessary for the INSTRUCTIONS TO BIDDERS. My research is composed of what is a proper Bid Time, and how often does a client have to advertise in compliance with law to properly inform the Contractors you have a job for them. Also, these codes help with subjects such as CONTRACTOR LICENSING LAWS, SUBCONTRACTOR LISTS, SUBSTITUTION OF SECURITIES for retention, SUBSTITUTIONS, STUDENT SAFETY DECLARATIONS & fingerprinting of contractor’s employees, and other contract laws related to bidding Public Projects involving Public Monies.

Owners should be aware of the laws requiring PREVAILING WAGE RATES and LABOR LAW, so suggesting to them they refer to the LABOR CODE is advisable also.

California also has an abundant source of regulations called the “California Code of Regulations”, composed of Title Regulations (formerly known as the California Administrative Codes), mandated by the California Law Codes, and their “titles” are as follows:

TITLE 4 BUSINESS REGULATIONS
TITLE 5 EDUCATION (not to be confused with the EDUCATION CODE within California’s 29 codes. Each of them has different numbering systems, so if you are looking for a specific number of an Article and it doesn’t look like the reference follows what you are looking for, look in the other one!)

TITLE 8 INDUSTRIAL RELATIONS
TITLE 9 REHABILITIVE AND DEVELOPMENTAL SERVICES
TITLE 10 INVESTMENT
TITLE 11 LAW

TITLE 13 MOTOR VEHICLES
TITLE 14 NATURAL RESOURCES
TITLE 15 CRIME PREVENTION AND CORRECTIONS
TITLE 16 PROFESSIONAL AND VOCATIONAL REGULATIONS
TITLE 17 PUBLIC HEALTH
TITLE 18 PUBLIC REVENUES
TITLE 19 PUBLIC SAFETY
TITLE 20 PUBLIC UTILITIES AND ENERGY
TITLE 21 PUBLIC WORKS
TITLE 22 SOCIAL SECURITY
TITLE 23 WATERS
TITLE 24 BUILDING STANDARDS CODES (this is where all your State Building Codes are at, and there are no free looks as far as I know, you have to purchase the books or CD’s from somewhere, such as ICC (International Code Council). Reasons for purchasing these codes can be found on the California State Website, so I won’t repeat that here.
TITLE 25 HOUSING AND COMMUNITY DEVELOPMENT
TITLE 26 TOXICS
TITLE 27 ENVIRONMENTAL PROTECTION
TITLE 28 MANGED HEALTH CARE

With the exception of TITLE 24, all of these regulations (as far as I know) are accessible on the State Website. The difference between these website codes and regulations, and the printed versions, are that the website contains only the current approved language for each of these CODES and TITLE REGULATIONS. The printed versions (for which you pay money for) give you much more in terms of the history of repeals, and explanations of why something was changed between an older version and the new version of these codes and regulations. As an Architect, I really only want to focus on the current language, and reserve the history to be provided by Legal Entities when needed, who probably have the Printed Versions in their office.

Now let’s go into more detail on TITLE 24, the BUILDING STANDARDS CODES. TITLE 24 is composed of many PARTS, and that explanation is described below:
Part 1 - California Building Standards Administrative Code
This Part contains all the Administrative Regulations, such as defining the Role of the CBSC (California Building Standards Commission), appeals of decisions made by departments under the CBSC, code adoption process, defining the Roles and responsibilities of the PROJECT INSPECTORS, ARCHITECTS, and CONSULTING ENGINEERS, and many other issues regarding Public Works Projects involving Public Monies. If you do Educational or Health Care work in California, then you need this Part 1 of Title 24 and understand all of its contents.
Part 2 - California Building Code
California Building Code 2007 California Code of Regulations, Title 24-Part 2, Volumes 1 and 2, CCR-T24, based on the 2006 edition of the IBC (International Building Code) by ICC (International Code Council), with the latest California State Amendments.
Part 3 - California Electrical Code
California Electrical Code 2007, California Code of Regulations, Title 24-Part 3, CCR-T24, based on the 2005 edition of the NEC (National Electrical Code) by NFPA (National Fire Protection Association), with the latest California State Amendments.
Part 4 - California Mechanical Code
California Mechanical Code 2007, California Code of Regulations, Title 24, Part 4, CCR-T24, based on the 2006 edition of the UMC (Uniform Mechanical Code) by IAPMO (International Association of Plumbing and Mechanical Officials), with the latest California State Amendments.
Part 5 - California Plumbing Code
California Plumbing Code 2007, California Code of Regulations, Title 24, Part 5, CCR-T24, based on the 2006 edition of the UPC (Uniform Plumbing Code) by IAPMO (International Association of Plumbing and Mechanical Officials), with the latest California State Amendments.
Part 6 - California Energy Code
California Energy Code 2007, California Code of Regulations, Title 24, Part 6, CCR-T24, based on the 2005 edition of the California Energy Code, and the latest California State Amendments.
This one reference is often used in conversation between Architects, Mechanical Engineers and Energy Consultants, and is commonly referred to as “TITLE 24 CALCS”, so when you hear this language, they are commonly referring to the requirements of this one part within TITLE 24 – Part 6 – California Energy Code.
Part 7 - California Elevator Safety Construction Code
The website for California says to see Title 8, California Code of Regulations. Click on the + in the following order: TITLE 8. INDUSTRIAL RELATIONS, then DIVISION 1. DEPARTMENT OF INDUSTRIAL RELATIONS, then CHAPTER 4. DIVISION OF INDUSTRIAL SAFETY, and finally SUBCHAPTER 6. ELEVATOR SAFETY ORDERS. Pick the appropriate GROUP I thru IV depending on the Installation Contract Date of your Lift or Elevator.

Part 8 - California Historical Building Code
This document is available as a printable document in PDF format from the States website (approximately 40 pages).
Part 9 - California Fire Code
California Fire Code 2007, California Code of Regulations, Title 24, Part 9, CCR-T24, based on the 2006 edition of the IFC (International Fire Code) by ICC (International Code Council), with the latest California State Amendments.
Part 10 - California Existing Building Code
California Existing Building Code 2007, California Code of Regulations, Title 24, Part 10, CCR-T24, based on the 2006 edition of the IEBC (International Existing Building Code) by ICC (International Code Council), with the latest California State Amendments.
Part 11 - Reserved for California Green Building Standards Code
The CGBSC will become effective around January of 2009, and there is a DRAFT copy out there now for your review (http://www.bsc.ca.gov/prpsd_stds/default.htm). I don’t know yet if the final document is going to be free or cost money, but at least you can review the code in its present form.
Part 12 - California Reference Standards Code
This Part 12 contains a lot of information regarding FIRE-RESISTIVE STANDARDS, EXITS, RADIATION SHIELDING, and PROTECTIVE SIGNALING, as well as many other subjects. You can get an idea of the contents from the few items that I have listed above.

I hope this article helps you to understand the complicated LAWS, CODES AND TITLE REGULATIONS IN CALIFORNIA.
